Rourke O'Brien: Give Places Money, Kartoniert / Broschiert

Klappentext

We should give places money. More precisely, the U. S. federal government should send cash to state and local governments to fund the everyday public goods that shape how Americans live: schools, water, fire trucks, libraries. The premise is deceptively simple. Why we should, and exactly how we could, is this book's work.

Among the world's wealthy federal democracies, the United States stands alone: it has no formal policy to equalize resources between rich and poor places. Canada, Germany, and Australia all do. We don't. Yet we treat it as natural that rich places have excellent public services while poor ones make do with far less. There is nothing natural about it. American redistribution runs through individuals and households, never places; what little place-based policy we have runs through tax breaks that don't work. Even the federal dollars we send do little to equalize. Affluent places routinely pull in more than struggling ones, contrary to the makers-and-takers story we tell ourselves. And it grows harder to defend, as research shows how powerfully the place you live shapes the life you lead.

Rourke O'Brien's answer is a national program of fiscal equalization: a permanent, formula-driven guarantee that every community can afford a decent baseline of public services, whatever its tax base. The money arrives by right, not by good behavior, with no strings on how a place spends it. This isn't charity, and it isn't a rescue. It's an investment, and a unifying one. Much of it would flow to the communities the current map has written off, many of them rural and red. Geographic inequality is everywhere in our politics; the machinery that produces it is almost nowhere. Give places money, and you don't just put the American Dream within reach wherever someone is born; you begin to renew American democracy itself.
