Parliaments are central institutions of democracy: places of deliberation, negotiation, compromise-building, and representation. Today, they face a range of challenges, from political polarization and the digitalization of communication to changing expectations regarding transparency and legislative practice. Taking these developments as its point of departure, this volume offers an interdisciplinary examination of the organizational constitution of parliaments, bringing together perspectives from both legal scholarship and political science.

The contributions explore the structural conditions under which parliamentary compromises emerge, what parliamentary law reveals about the contemporary history of the Federal Republic of Germany, and how functionality and symbolism intersect in parliamentary architecture. They trace the legislative process from the initial idea to the promulgated federal statute, thereby looking far beyond the formal stages of lawmaking, and consider the extent to which the internal legislative process can serve as a subject of organizational constitutional law. The volume also examines the actors and infrastructures of parliamentary work, including the constitutionally protected autonomy of parliamentary groups, the scope of parliamentary disciplinary powers in response to "digital interjections," and the role and transformation of parliamentary administrations.

The essays originate from the fourth interdisciplinary workshop of the Research Network on Organizational Constitutional Law. Combining doctrinal analysis with empirical findings and historical perspectives, they demonstrate the extent to which the effectiveness and legitimacy of parliamentary democracy depend on the organization, procedures, and infrastructure of parliaments.
