With the Terror, Robur has become a "master of the world," with the ability to traverse any environment and evade capture. He uses his invention to spread fear and demonstrate his dominance, believing that his superior technology gives him the right to rule over others. Strock tries to track down and stop Robur, leading to a tense pursuit across various terrains as the Terror showcases its incredible capabilities. Despite Strock's efforts, Robur continues his dangerous mission, viewing himself as the rightful ruler who should control the world through technological superiority. In the end, however, the story concludes with Robur's downfall. During a storm, the Terror crashes, and Robur disappears, his fate left uncertain.
